Green Blog: Ghostlike and Vulnerable, the Manta Ray Finds a Friend

On Sunday, 177 member nations will gather in Bangkok at the 16th Convention on International Trade in Endangered Species to decide whether to accord international protection to a growing roster of plants and animals.

If you were one of the species up for listing, it would be hard to find a better friend than Shawn Heinrichs.

Mr. Heinrichs, a conservationist and underwater filmmaker based in Boulder, Colo., has devoted much of the last four years to bringing attention to the plight of the manta ray, a bat-shaped sea creature that is facing increasing fishing pressures and that some say is threatened with extinction.

Working with the Hong Kong-based investigative photojournalist Paul Hilton, Mr. Heinrichs has documented the manta ray?s rapid decline throughout much of the world. Last year the two wrote ?a major report on how overfishing has decimated manta populations in Asia and elsewhere. The report, issued with backing from the conservation organizations Shark Savers and WildAid, showed that both manta rays and mobula rays were being driven to the brink with ?breathtaking speed.

The report cites growing demand from southern China, where ray gill rakers, used by the manta ?to filter food from the water, are marketed as a supposed cure for ailments ranging from chicken pox to impotence.

Commerce in gill rakers is poorly documented, but it is estimated that 90 percent of the trade takes place in Indonesia, Sri Lanka, and India, with the vast majority of gill rakers then ending up in dry fish markets in the Chinese city of Guangzhou. The report puts the annual volume of sales of dried manta ray gill rakers at around 46,000 pounds, representing some 4,652 manta rays.

Manta rays are thought to be especially vulnerable to exploitation because they are slow to mature and have low reproductive rates. Female manta rays produce just one pup after a yearlong pregnancy and typically produce offspring only every two to three years. It is thought that they can live up to 80 years. The report galvanized conservationists, including the British billionaire Richard Branson, who lent his name and image to supporting manta rays soon afterward. But Mr. Heinrichs did not stop there.

As an underwater filmmaker who has shot documentary television for National Geographic as well as for conservation groups, he produced a short film about the manta ray trade called ?Manta Ray of Hope? that digs deep into the reasons ?that the manta ray is in such steep decline.

The video, while at times a sublime display of the manta ray?s grace and beauty underwater, can also be hard to watch. Mr. Heinrichs sails with local hunters who spear the animals with long metal barbs and then drag them ashore, where they are hacked to pieces and their gill rakers are removed and placed in baskets. In many cases, he said, the carcasses are cast back into the bloody water.

Mr. Heinrichs and Mr. Hilton then travel to the dry fish markets of southern China, where they find the gill rakers are being sold as a tonic in traditional medicine. Often they are cooked in a broth with seahorses and pipefish, a concoction that Mr. Heinrichs referred to as ?endangered species soup.?

In the film, manta ray gill rakers can be seen clumped together by the thousands in bags in the marketplaces that he and Mr. Hilton visited. Yet the market for manta ray gills is relatively new. ?Ten years ago the market for manta gills didn?t even exist,? said Susan Lieberman, director of international policy at the Pew Charitable Trusts. ?This is a new trend for tonic in Chinese markets.?

If the animals gain protection under the Convention on International Trade in Endangered Species, or Cites, their trade will have to be regulated by the countries from which they are exported. Shipments of manta gill rakers or other parts will require permits, and the exporting country will need to assure that hunting of the species is sustainable.

Conservation groups that have lent their support to protecting manta rays say there is a good chance that Cites will list the two known manta species ? the reef manta ray, or Manta alfredi, and the giant manta ray, or Manta ? ?as protected under an international treaty. Passage of the proposal, sponsored by Brazil, Colombia and Ecuador and supported by the United States, requires a two-thirds majority vote.

While giant manta rays gained protection in 2011 under the United Nations Convention on Migratory Species of Wild Animals, conservation groups say that ?a Cites listing will establish broader protections. ?We?re hopeful because so many developing countries are on board this time,? Ms. Lieberman said.

Mr. Heinrichs hopes the film will help sway minds ?at the Cites meeting, which continues through March 14. But a listing remains far from certain, so he has redoubled his cinematic efforts to bring attention to the animal?s plight. This week he posted a new video to Vimeo called ?Mantas Last Dance.?

It is a strange but alluring mix of conservation message and performance art. Shot at night in Kona, Hawaii, and set to plangent music, it features Hannah Fraser, a dancer and mermaid model, who hovers beneath the ocean?s surface amid bright underwater lights as six-foot manta rays glide past like ghosts.

?Clearly this an animal to be loved and appreciated,? Mr. Heinrichs said.

(AP) ? Simon Cowell has taken over television screens and radio airwaves around the world. Now he's taking aim at the Internet.

Cowell's Syco Entertainment empire and YouTube announced Thursday that they are launching "The You Generation," a global online talent contest that is seeking entries from people with "unconventional and original talents" ? from musicians and photographers to makeup artists, magicians and chefs.

Syco says the contest, which starts next month and is due to run for a year, will seek auditions in a different category of talent every two weeks. Entrants can upload their pieces on a dedicated YouTube channel, to be viewed by the public and judged by professionals associated with Syco.

There will be prizes ? exactly what they are has yet to be announced ? every fortnight and a grand prize at the end of the year.

Syco calls the initiative an experiment aimed at discovering new talent. It's the company's bid to tap the power of social media, which has launched millions of wannabe celebrities ? and some genuine stars, including Justin Bieber.

You Generation will be available in 15 languages and 26 countries around the world.

Syco is a joint venture between Sony Music and Cowell, the entertainment mogul who became a household name as an acerbic judge on TV talent shows. Syco's projects include the "X Factor" and "Got Talent" TV shows in the U.S. and Britain, and its music acts range from Susan Boyle to One Direction.

Controversy visited the Board of Zoning Appeals meeting Wednesday night at Albany City Hall concerning a vacant lot at 108 Sycamore St.

Nisar A. Fazlani proposed his plan to the board to build a? 1,800-square-foot two family home on this property that is currently for sale. Fazlani is requesting a use variance pursuant to the City of Albany Zoning Ordinance to allow for the construction.

The property is in a single family zone and Fazlani would not intend to live in the home.

A city resident from nearby Hollywood Avenue, Dan Krouner, told the board members he opposed construction of the two-family home. Krouner?s backyard faces the Sycamore property, which he said is a mess.

?I go out there once a month and clean up the garbage along the fence,? Krouner said. He and his wife Arlene, who also attended the meeting, have lived in their Hollywood Avenue home since 1954 and are amazed at the number of two-family houses in the area.

These houses are typically filled with renters, many of whom use the? street to park their cars because of limited garage space.? Krouner said he was concerned that emergency vehicles are unable to get down the street, particularly after a snowstorm, because of all of the on-street parking. ?When it snows a regular car can?t get through,? Krouner said.

108 Sycamore StreetThe Krouners already have trouble as it is with the number of parked cars on the street, ?we can?t even bring in our groceries,? Krouner said. As more apartments take over the area, the demand for parking on the street rises.

Bernard Duffy another concerned citizen spoke out against the request. ?I think its created pressure,? said Duffy, whose mother-in-law lives across the street from 108 Sycamore St.

He noticed that a lot of storm water gathers on this lot and the street drainage isn?t all that good. Duffy pointed out that ?the zoning is there for a reason,? and Krouner agreed.

If the building proceeds, Krouner said he anticipates problems with? parking, noise, and and snow removal. ?The big thing is it is a safety issue,? Krouner said. He finds it important to voice his opinion on the matter because often people will complain when it is too late.

According to board member Susie Tucker-Ross, a decision will likely be made and announced at the next meeting scheduled for March 13. ?We will take the opposition and comments heard tonight into consideration,? Tucker-Ross said. -30-

Scientists show off stretchy battery

Researchers have demonstrated a flat, "stretchy" battery that can be pulled to three times its size without a loss in performance.

While flexible and stretchable electronics have been on the rise, powering them with equally stretchy energy sources has been problematic.

The new idea in Nature Communications uses small "islands" of energy-storing materials dotted on a stretchy polymer.

The study also suggests the batteries can be recharged wirelessly.

In a sense, the battery is a latecomer to the push toward flexible, stretchable electronics. A number of applications have been envisioned for flexible devices, from implantable health monitors to roll-up displays.

But consumer products that fit the bendy, stretchy description are still very few - in part, because there have been no equally stretchy, rechargeable power sources for them.

"Batteries are particularly challenging because, unlike electronics, it's difficult to scale down their dimensions without significantly reducing performance," said senior author of the study John Rogers of the University of Illinois at Urbana-Champaign.

S for stretch

"We have explored various methods, ranging from radio frequency energy harvesting to solar power," he told BBC News.

In recent years, Prof Rogers worked with colleagues at Northwestern University, focusing on stretchy electronics of various sorts made using what they termed a "pop-up" architecture. The idea uses tiny, widely spaced tiny circuit elements embedded within a stretchy polymer and connected with wires that "popped up" as the polymer was stretched.

But batteries do not lend themselves to this idea; traditionally they are much larger than other circuit elements. They could be made from smaller elements wired together, but to create a small battery with sufficient power, the elements must be spaced more closely than those of the pop-up circuits.

The team's new idea was to use "serpentine" connections - wires that loop back on themselves in a repeating S shape, with that string of loops itself looped into an S shape.

Stretching out the polymer in which the tiny solar cells were embedded first stretches out the larger S; as it is stretched further, the smaller turns straighten - but do not become taut, even as the polymer was stretched to three times its normal size.

The team says the stretchy battery can be charged "inductively" - that is, wirelessly over a short distance. Prof Rogers said that the uses for such batteries and the stretchy circuits they power were myriad.

"The most important applications will be those that involve devices integrated with the outside of the body, on the skin, for health, wellness and performance monitoring," he explained.

However, the prototype batteries described in the paper were only run through 20 charge/discharge cycles, and Prof Rogers said that "additional development efforts to improve the lifetime will be required for commercialisation".

Barnes & Noble founder pondering bid to take retail business

Just 12 hours after (already denied) rumors circulated that Barnes & Noble may ditch its Nook business, the company has had to make an announcement concerning its retail division. Thanks to SEC regulations, the company has had to 'fess up that majority shareholder and "founder*" Leonard Riggio is pondering buying the brick-and-mortar retail business -- presumably hiving off the Nook brand as a separate entity. Of course, this could easily just be the rattling of sabers by a disgruntled founder (and not for the first time of late), or we might see the bookseller cleft in two parts in the near future. Either way, we'll be watching with great interest.

Israelis plan to press Obama to free convicted spy

JERUSALEM (AP) ? Israel's Nobel-laureate president, backed by thousands of followers, is leading an effort to press President Barack Obama during his upcoming visit to free convicted spy Jonathan Pollard, ending one of the most painful episodes between the two allies.

Pollard was sentenced to life in prison in 1987 for passing classified material to Israel.

Pollard is said to be in poor health, and his case has become a rallying cry in Israel. Leaders routinely call for his release and say his 28 years in prison are excessive punishment. But stiff opposition from the American military and intelligence community has deterred a string of American presidents from releasing him.

Next month's visit by Obama, coupled with a perceived softening of the American stance, is raising hopes that Pollard, 58, may finally get his freedom.

More than 65,000 Israelis have signed a petition calling on Obama to free Pollard, the Facebook page of the U.S. embassy in Israel has been flooded with pardon requests and a nationwide campaign began Tuesday urging President Shimon Peres to push for Pollard's release. He quickly agreed.

In a video clip, Peres is shown receiving the Presidential Medal of Freedom from Obama. The camera then pulls back, showing the wall of a prison cell with the following message: "Mr. President, please save me. J. Pollard."

Speaking to high school students Tuesday, Peres, who won a Nobel Peace Prize in 1994, said he would try.

"I intend to raise the issue of Jonathan Pollard during my meeting with President Obama," he said. "(I) will do everything I can to convey this clear message: Jonathan Pollard must be released from prison on humanitarian grounds."

Pollard, a Jewish civilian intelligence analyst, was arrested by FBI agents in Washington in 1985 after unsuccessfully seeking refuge at the Israeli Embassy in Washington. He pleaded guilty to leaking classified documents to Israel and received a life sentence. He is eligible for parole in two years. With little time left on his sentence, Israelis believe it would pose little risk for Obama to free Pollard.

The Pollard affair is enmeshed in highly fraught issues. One is the very idea of spying against an ally ? especially a country's primary patron. Another is the delicate issue of suspected dual loyalties among American Jews, and their own concerns about being seen in such a light.

Once a niche cause of the Israeli religious right wing, the call for Pollard's freedom has now become a matter of consensus in Israel. A wide range of politicians, artists and Nobel Prize winners have embraced Pollard's cause. The influential writers A.B. Yehoshua and David Grossman ? leading voices of the Israeli peace camp ? and former President Yitzhak Navon are among the prominent names backing the calls for his release.

"Both he (Pollard) and Israel have repeatedly expressed remorse. We have learned our lesson and have been living with the painful consequences for nearly three decades," their petition reads. "It is our fervent hope and prayer that your upcoming trip to Israel will bring us the good news we have waited for, for so very long, and that this tragic and painful episode can finally be put to rest once and for all."

Jerusalem Mayor Nir Barkat said he plans to honor Pollard with the "Jerusalem Freedom Award," which represents "the goal of the Jewish people to be free in our land," according to the municipality.

White House officials say there is no change in policy and no plans to free Pollard.

Aaron David Miller, a former American Mideast peace envoy who served under six U.S. secretaries of state, said freedom seemed like a long shot.

"A Pollard release would certainly make Netanyahu's day," Miller said, but would risk angering many in Washington.

Advocates note that some of those convicted for spying for American enemies have served far shorter prison terms.

Even after all these years, many details of the case remain a mystery. Pollard delivered piles of documents to his handlers, and their full extent has never been disclosed.

Pollard's lawyer, Nitzana Darshan-Leitner, said the material had traditionally been shared with the Israelis. She said the information included details about Arab and Soviet military capabilities, and it helped Israel carry assassinate a senior PLO official in Tunisia in 1988.

Darshan-Leitner said Pollard suffers from diabetes, high blood pressure and kidney stones. "His medical condition is very precarious," she said.

A recently declassified 1987 CIA damage assessment concluded that Pollard did not spy against America. According to the version published in December by the National Security Archive, a George Washington University project, Pollard cooperated "in good faith" while in custody and his handlers' requests were limited to intelligence on the Pakistanis, Arab states and the Soviets.

Pollard was granted Israeli citizenship in the late 1990s during Netanyahu's first term. While Netanyahu was out of office, he visited Pollard in prison, Last year, Netanyahu made a formal appeal to the U.S. for his release and a personal plea to allow him to attend his father's funeral. The requests were denied.

For years, the Americans resisted an early release by saying it would harm national security. The stiff punishment was also seen as a deterrent to allies, warning them of the consequences of spying on American soil. But opposition has begun to crack, raising hopes that a breakthrough may be near.

Former secretaries of state Henry Kissinger and George Schultz, along with Lawrence Korb, the assistant secretary of defense at the time, former CIA Director R. James Woolsey, Sen. John McCain and former Vice President Dan Quayle have all called for Pollard's release in recent years.

Pollard's wife, Esther, said that given these developments, and the passage of time, the moment was ripe for Obama "to right this injustice."

"I pray that President Obama will respond without any further delay," she said in an email message.

NY "cannibal cop" trial to spotlight violent sex fantasy subculture

NEW YORK (Reuters) - The New York federal trial of accused "cannibal cop" Gilberto Valle due to start on Monday promises to highlight an online subculture where people trade violent sexual fantasies.

Sex crimes prosecutors, First Amendment defense attorneys and sexual behaviorists said they had never before heard of a suspected conspiracy to commit a violent sexual crime begun on a website for violent sexual fantasy role play.

"It's the perfect alibi," said former Manhattan sex crimes prosecutor Linda Fairstein, who is not involved in the Valle case, which is being prosecuted in Manhattan by the U.S. Attorney's Office for the Southern District of New York.

"A case of this magnitude, and of this nature, may make case law," Fairstein said.

Opening arguments were expected to begin Monday afternoon.

Valle has pleaded not guilty to conspiring with New Jersey mechanic Michael Van Hise to kidnap, cannibalize and kill a Manhattan woman.

Valle has said he was merely engaged in online fetish role play and never intended to commit a crime. Federal authorities contend he took real action outside the role play websites.

Investigators say Valle compiled an online dossier with the names and in some cases photos or physical descriptions of more than 100 women, and discussed targeting some of them for kidnap and murder.

They say he met one woman for brunch, improperly accessed a police database to get information on another, and engaged in surveillance of a third, a high school senior of whom Valle wrote to a fellow fetishist that "she is the most desirable piece of meat I've ever met."

Prosecutors have also said Valle searched online for homemade chloroform recipes so he could "knock out" a Manhattan woman and deliver her to Van Hise.

The pair also discussed "slow cooking" the woman to keep her alive as long as possible, prosecutors contend.

Defense attorneys for both men have said the goal of role-play is to make it as realistic as possible, enhancing the thrill.

"You draw on your real life to make it as real as possible, but it's fantasy," Van Hise's attorney Alice Fontier told a judge recently.

Sex crime investigators have been monitoring chat rooms and fetish websites for child molesters since the advent of the internet. But violent sex fantasy role playing sites present a new level of legal complexity.

"Everybody is concerned about individuals whose sex fantasies reflect a dangerous mindset," said Martin Klein, a sex therapist who has testified in state and federal sex crimes cases. "The problem is the people that are actually dangerous - their fantasies tend to look very, very similar to those of healthy people. On the Internet, the line between imagination and behavior has gotten really very thin."

The new study in Nature Climate Change shows that reaching the 3 energy-related objectives proposed by the United Nations in their Sustainable Energy for All (SE4All) initiative, launched in 2011, would reduce emissions of greenhouse gases that contribute to climate change and, in combination with other measures, could help keep global temperature rise from exceeding the internationally agreed target level of 2C.

"Achievement of the 3 objectives would provide an important entry point into stringent climate protection," says Joeri Rogelj, ETH Zurich researcher and IIASA-affiliated scientist, who led the study. The study found that the short-term objectives, which aim for 2030, would help achieve long-term climate targets. However, to ensure achievement of stringent climate objectives, SE4ALL would need to be complemented by other measures, the researchers say. The SE4All objectives include providing universal access to modern energy, doubling the share of renewable energy globally, and doubling the rate of improvement in energy efficiencyall by 2030. While the SE4All objectives do not explicitly address climate change, it is clear that sustainable energy is a prerequisite for reducing greenhouse gas emissions: 80% of human carbon dioxide emissions come from the global energy system, including transportation, buildings, industry, and electricity, heat, and fuel production.

"Doing energy right will promote the Millennium Development Goals, such as poverty eradication and social empowerment, and at the same time kick-start the transition to a lower-carbon economy," says IIASA researcher David McCollum, who also worked on the study. "But the UN's objectives must be complemented by a global agreement on controlling greenhouse gas emissions."

While the UN energy objectives are formulated as global goals, the researchers also note that regional and national actions will be vital to achieving them. IIASA Energy program leader Keywan Riahi and study co-author says, "The next step for this initiative is already underway, with a large number of national plans that underpin the global objectives."

The researchers carried out an analysis to determine how likely we would be to limit climate warming to target levels if each or all of the SE4All objectives were achieved. Using a broad range of scenarios, the researchers found that if all the objectives were met, the likelihood of keeping temperature rise below 2C would be more than 66%. If only the renewable energy goal is met, chances of keeping temperatures below 2C would range from 40 to 90%, while achieving just the energy efficiency goal would improve the chances to between 60 and 90%. But the researchers warn that the latter result depends strongly on what economic growth is assumed in the future. The researchers note that the likelihood of reaching climate targets within the scenarios depended on a variety of other factors, including future energy demand growth, economic growth, and technological innovation.

The study also found that providing universal energy access by 2030 will not hinder long-term climate goals, thanks to the marked gains in energy efficiency that will result. "Sustainable development and poverty eradication can go hand in hand with mitigating climate risks," says Rogelj.

The new work also quantified the potential costs for reaching the SE4All objectives, which would amount to increasing energy investments between 0.1 and 0.7% of global GDP. The authors' estimates account for the substantial savings in energy use and reduced fossil energy investments that would come about through the promotion of more sustainable energy technologies and lifestyles.

Fragments of continents hidden under lava in Indian Ocean: New micro-continent detected under Reunion and Mauritius

Feb. 22, 2013 ? The islands Reunion and Mauritius, both well-known tourist destinations, are hiding a micro-continent, which has now been discovered. The continent fragment known as Mauritia detached about 60 million years ago while Madagascar and India drifted apart, and had been hidden under huge masses of lava.

Such micro-continents in the oceans seem to occur more frequently than previously thought, says a study in the latest issue of Nature Geoscience.

The break-up of continents is often associated with mantle plumes: These giant bubbles of hot rock rise from the deep mantle and soften the tectonic plates from below, until the plates break apart at the hotspots. This is how Eastern Gondwana broke apart about 170 million years ago. At first, one part was separated, which in turn fragmented into Madagascar, India, Australia and Antarctica, which then migrated to their present position.

Plumes currently situated underneath the islands Marion and Reunion appear to have played a role in the emergence of the Indian Ocean. If the zone of the rupture lies at the edge of a land mass (in this case Madagascar / India), fragments of this land mass may be separated off. The Seychelles are a well-known example of such a continental fragment.

A group of geoscientists from Norway, South Africa, Britain and Germany have now published a study that suggests, based on the study of lava sand grains from the beach of Mauritius, the existence of further fragments. The sand grains contain semi-precious zircons aged between 660 and 1970 million years, which is explained by the fact that the zircons were carried by the lava as it pushed through subjacent continental crust of this age.

This dating method was supplemented by a recalculation of plate tectonics, which explains exactly how and where the fragments ended up in the Indian Ocean. Dr. Bernhard Steinberger of the GFZ German Research Centre for Geosciences and Dr. Pavel Doubrovine of Oslo University calculated the hotspot trail: "On the one hand, it shows the position of the plates relative to the two hotspots at the time of the rupture, which points towards a causal relation," says Steinberger. "On the other hand, we were able to show that the continent fragments continued to wander almost exactly over the Reunion plume, which explains how they were covered by volcanic rock." So what was previously interpreted only as the trail of the Reunion hotspot, are continental fragments which were previously not recognized as such because they were covered by the volcanic rocks of the Reunion plume. It therefore appears that such micro-continents in the ocean occur more frequently than previously thought.

The White House said 11-year-old Sasha performed during a recital Saturday evening at the Music Center at Strathmore.

Located in North Bethesda, Md., about a half-mile outside the Capital Beltway, Strathmore is a nonprofit arts center that hosts events and classes.

Obama returned to the White House about an hour after arriving at the arts center.

California: Wendy's chili finger lady faces new allegations

SAN JOSE, Calif. (AP) ? A Northern California woman convicted of planting a severed finger in a bowl of Wendy's chili has been arrested again after police say she made up another tale, this one about a shooting involving her son.

Anna Ayala, the so-called Chili Finger Lady did not enter a plea at her arraignment on Friday after she was arrested Thursday on suspicion of being an accessory to a felony and filing a false police report.

Authorities say the 47-year-old Ayala told officers that her son, Guadalupe Reyes, had been shot in the ankle by two unknown people and gave them a detailed description of the assailants.

They say she later acknowledged that Reyes had shot himself.

The 26-year-old Reyes has been charged with being a felon in possession of a firearm and ammunition.

Both are being held in jail on $150,000 bail apiece. They are due back in court on March 1.

Siberia permafrost thaw warning

Evidence from Siberian caves suggests that a global temperature rise of 1.5C could see permafrost thaw over a large area of Siberia.

A study shows that more than a trillion tonnes of the greenhouse gases CO2 and methane could be released into the atmosphere as a result.

An international team has published details in the journal Science.

The evidence comes from analysis of stalactites and stalagmites in caves along the "permafrost frontier".

This is where ground begins to be permanently frozen in layers that can be tens to hundreds of metres thick.

Stalactites and stalagmites only grow when liquid rainwater and snowmelt drip into the caves.

So these formations record 500,000 years of changing permafrost conditions - including warmer periods similar to the climate of today.

The records from a particularly warm period called Marine Isotopic Stage 11, which occurred around 400,000 years ago, suggest that warming of 1.5C compared to the present is enough to cause substantial thawing of permafrost - even in areas far north from its present-day southern limit.

"The stalactites and stalagmites from these caves are a way of looking back in time to see how warm periods similar to our modern climate affect how far permafrost extends across Siberia," said Dr Anton Vaks from the University of Oxford.

"As permafrost covers 24% of the land surface of the Northern Hemisphere, significant thawing could affect vast areas and release (billions of tonnes) of carbon."

He added: "'This has huge implications for ecosystems in the region, and for aspects of the human environment.

"For instance, natural gas facilities in the region, as well as power lines, roads, railways and buildings are all built on permafrost and are vulnerable to thawing. Such a thaw could damage this infrastructure with obvious economic implications."

Several teams move uptown to newly opened Campbell Sports Center

Baker will be getting a little more crowded on a day-to-day basis, as nine programs began moving into the Campbell Sports Center this week.

After the building was dedicated back in October during Homecoming, the teams experienced a series of delays before they could move into the facility. These were mainly caused by the aftermath of Hurricane Sandy, as Con Edison had to restore power all over the tri-state area before finishing Campbell.

But now the five-story, 47,700 square-foot facility is up and running. All programs that primarily practice at Baker will be moving their offices from Morningside to Inwood throughout the week, including football, soccer, baseball, softball, tennis, field hockey, and lacrosse. The football team moved on Monday from its office in Dodge to its new space?the entire fourth floor of Campbell.

Football head coach Pete Mangurian has taken to Twitter and Facebook, posting pictures of the new facility all week. ?Our new team meeting room?144 seats, state-of-the-art acoustics with bamboo-paneled walls, and even retractable armrest desktops with ports for personal laptop connections,? Mangurian said in one of the posts.

The building has multiple conference rooms, along with study and lounge spaces for athletes. Campbell also features a weight room, where athletes have already started working out and doing strength training.

With the nine teams moving uptown, office space in Dodge will open up for other athletic programs. According to Athletics, many coaches currently share overcrowded
offices, and the move will allow them to free up space.

Though Campbell is up and running, it is only accessible to athletes. There are currently no plans to open it up for all students.

Though officials say it is still too early to say which group is responsible for the attack, which also injured 80, Indian media reports are citing intelligence sources blaming it on the Indian Mujahideen, a banned Islamist terrorist organization.

But as the investigation begins, analysts are highlighting India's poor track record on cracking such cases.

?What gets missed is that every terror strike in India is a failure of Indian intelligence agencies, they have a very poor record of solving terrorism cases and most of the people who get charged for these terrorist incidents, ultimately get acquitted by courts but not before getting their lives destroyed,? says Kashif-ul-Huda, editor of TwoCircles.net, a website on Indian Muslim issues.

After the 2011 bombing several people were arrested on charges of working for the Indian Mujahideen (some of whom reportedly tipped the police off to today's blasts), though no one has yet been convicted.??

"We don't know who the Indian Mujahideen is, which raises suspicions about such claims," says Delhi-based human rights activist Mahtab Alam, "Every time there is a blast the police say Indian Mujahideen and then they claim they have nabbed the Indian Mujahideen masterminds, til the next blast."

The south Indian city is the country's fourth largest and has a history of Hindu-Muslim violence and tension. The area where today's blasts took place is dominated by middle-class migrant Hindus.

"It's way too early to say anything worthwhile about these blasts. It could be Islamist groups, or Hindu nationalist groups or someone completely else. It is not clear who would benefit from the politically," says Aniket Alam, who lives in Hyderabad and works with the Economic and Political Weekly journal.

Since 2000, India has seen more than a dozen bomb blasts and blamed a number of terrorist organizations for them, however there have rarely been convictions. Many have been accused and acquitted by the courts, and activists claim those accused have been falsely implicated.

In 2002 the same neighborhood was hit with a bomb, which Indian police blamed on the Pakistani terrorist group, Lashkar-e-Taiba.

But the latest blast reminded locals more of the May 2007 bomb Mecca Masjid (mosque). While the police had initially blamed the Harkatul Jihad-e-Islami for those blasts and arrested several people on charges they worked for the Islamic fundamentalist group, the federal National Investigation Agency has charged six members of a different Hindu right-wing group with that and other such bomb blasts.

Notably, the blasts today came a day after the federal Home Minister said he regretted his remarks blaming Hindu nationalist groups such as the right-wing? Rashtriya Swayamsevak Sangh (RSS) for terrorism.

Some former members of the RSS and the Abhinav Bharat are being investigated for bomb blasts in Muslim-dominated areas, Sufi shrines and mosques, as well as the 2007 Samjhauta Express train bombing.
