Private Colleges Cut Tuition Costs In Bid For Price-Sensitive Students

NEW YORK -- Donald Farish, president of Roger Williams University in Bristol, R.I., always wanted higher education to become a major issue in a national election. He didn't mean unaffordable tuition rates. "Be careful with what you wish for," he said.

But Americans' fear that they're being priced out of higher education also offers an opportunity for enterprising colleges. Farish, for one, is seizing the moment.

Roger Williams University recently announced that all incoming students at the private university will be given a tuition guarantee, meaning their tuition will not rise during their undergraduate career. "What we're trying to say is we'll take some responsibility here," Farish said. "We'll take on some of the task by not increasing tuition and raise the money some other way."

In recent years, tuition has significantly increased at public universities, driven by state budget cuts and prompting student protests around the country. Yet almost the opposite has happened at private colleges. Their tuition grew at its lowest rate in decades this year and at a slower pace than public university tuition.

Tony Pals, director of communications at the National Association of Independent Colleges and Universities, said he can't remember another time in which so many private schools have held down tuition as he's seen in the past two years. By the association's count, 41 private colleges have cut or frozen tuition, 12 have implemented guarantees that their undergrads will graduate in four years or that their tuition will never go up, and another 16 have instituted tuition increases at or below inflation levels.

Pals predicted that the number of private colleges taking similar action on tuition will continue to grow. "Consumers are increasingly price-sensitive," he said, and there?s concern that "prospective students may be ruling out applying to a private college simply because of sticker price."

That concern is valid, according to a recent poll from the College Board and Art & Science Group: More than half of college-bound high school seniors rule out institutions based solely on the sticker price. The percentages were even higher for low- and middle-income students, though they stand to gain the most from financial aid packages.

"It's a challenge that most private colleges face, and all have been working hard to address," Pals said.

Under the American model of high cost-high aid -- in which more expensive private colleges reserve a large portion of their budget to award generous financial aid, and public universities generally offer little aid -- a low-income student can expect to pay more to attend the University of California than to study at Harvard. In fighting for top students, scholarships and other financial aid are a powerful tool for private schools. Having the top students can lead to better graduation and job placement rates, which in turn can lead to more donations and support from alumni and others.

Farish argues that the high cost-high aid model can't be sustained in the years ahead. "You'll have schools next year crossing the $60,000 barrier for the first time," he said, referring to annual tuition. "At what point do we price ourselves out of the market?"

He also wants to get out of the business of charging different students different prices, comparing it to how the airline industry operates. "Everyone feels like they've paid too much for their seat and thinks someone else got a better deal," he said. "We decided rather than changing everything completely, at least let's not make the problem any worse."

Alma College in Alma, Mich., is taking a different route to address affordability. The private school is helping to fund paid internships for every student and guaranteeing its students will graduate in four years (or the school will pay for any additional semesters).

Clearly, this comes with a cost: Alma has had to hire additional staff, particularly advisers, to ensure students meet benchmarks and stay on track to graduate in eight semesters. The price tag for the internship initiative for current students and recent renovations to a student advising center tops $2 million.

Jeff Abernathy, Alma's president, said it's worth it because the new program may attract more applicants, financial contributions from alumni and other positive attention.

"I think what's happening is at the publics the cost are skyrocketing, [while] our costs are not. As a result, the value of a private education is increasingly clear," Abernathy said. "I think now many of us we feel like we may gain some of that share, so long as we can demonstrate our value."

But Catharine Hill, president of Vassar College in Poughkeepsie, N.Y., warns that tuition cuts alone do not necessarily make college less expensive. In fact, lower tuition could end up hurting the students who most need help.

Hill, who teaches economics, explained that a private college gets revenue from student tuition, earnings off its endowment, gifts to the annual fund, and sometimes grants, usually for research. If a college lowers tuition rates and leaves its costs unchanged, it has to close that financial gap.

"But our costs are basically driven by the cost of high-skilled people that work at the college, including faculty, administrators and staff," Hill said. So what part of the budget does take the hit? She said the funds might well come from money otherwise distributed as financial aid.

In the end, lowering tuition could make college cheaper for rich students and more expensive for the poor.

For the moment, private colleges seem to have the better hand. While public universities recently reported their first enrollment decline since the mid-1990s, private nonprofit colleges saw enrollment rise by 2 percent. Hill attributes part of this to rising tuition at public universities driving families to look elsewhere.

Private colleges should take the helm on addressing costs, Farish said. "The education bubble has popped, and we're saying, 'Now what?'"

Excess breast cancer risk among women employed in automobile ...

A recently published case-control study involving more than 2,100 women in southern Ontario, Canada reported a strong association between being employed in the automotive plastics industry and breast cancer. The researchers recruited the ?case? subjects between 2002-2008 among newly diagnosed breast cancer patients and the randomly-selected controls from the same geographic area.? The researchers examined a variety of risk factors for breast cancer (e.g., reproductive history, age) and collected data on the women?s employment history.? Elevated odds of breast cancer were found among women employed in several occupations (e.g., canned food manufacturing, laundry/dry cleaning and bars/gambling establishments) but the highest and most robust finding was among women who worked in automotive plastics manufacturing.? Depending on the statistical model used, these women had between two and five times the risk of breast cancer compared to the reference groups.

The authors, including James T Brophy, PhD and Margaret Keith, PhD, of the University of Stirling?s Occupational and Environmental Health Research Group, hypothesized that chemicals used in plastics and their downstream production may be a critical link to breast cancer risk.? Many plastics contain and release compounds that mimic estrogens and/or are endocrine disrupting compounds (EDCs).? Plastics also contain known human carcinogens including vinyl chloride, styrene, formaldehyde and butadiene.?? The authors report that the women who participated in the study were involved primarily in plastics injection molding, in which:

?molten mixtures of resins, monomers, multiple additives and sometimes lamination films are formed into plastic pieces of defined dimensions and configuration.? Emissions of vapors or mists from these hot processes can include plasticizers, ultraviolet-protectors, pigments, dyes, flame-retardants, un-reacted components and decomposition products.? Further exposure comes from skin contact in handling and performing finishing tasks.?

The Toronto Sun and the Center for Public Integrity (CPI) reported first on these study results (here, here) in mid-November.? CPI?s Jim Morris spoke to the affected workers who describe conditions in the plants, especially in the past:

?Hot plastic would be removed from the molding machines and dumped on the floor, where it might lie for up to an hour.? ?the lack of local ventilation?is still the norm at many facilities.?

The experiences of these workers and other insights from the study authors are presented in a companion paper, ?Chemical exposures of women workers in the plastics industry with particular references to breast cancer and reproductive hazards,? published in New Solutions.? The lead author, Robert DeMatteo and his colleagues, note that in southern Ontario, Canada?across the river from the Detroit, Michigan-based auto industry?-the small auto plastics manufacturing plants are dominated by women workers.

?75 percent of the small manufacturing plants have fewer than 20 employees, are not unionized, are economically marginal with low technological development, and have precarious employment as a result of the restructuring of manufacturing in the global economy.?

The workers paint of picture of the ubiquitous sources of exposure in their workplaces to the plastic compounds and other toxic substances:

?I looked behind the mold and I could see a big cloud of smoke and then there was a fire and?the smoke is clearing and here is one of our workers in the middle of it.? You couldn?t even see here and it was just plastic burning.?

??the parts were frequently spray-painted with gray paint.? Since we were close-by, we could also get a dose of spray paint all over us.? It was everywhere.? We would look like the ?Tin Man? in the Wizard of Oz.?

DeMatteo and his colleagues describe the ineffective regulatory system that is charged with protecting workers? health and safety.

? ?Although inspection reports and workers? observations indicate that dust and fumes were constant problems and ventilation was inadequate, hygiene sampling did not find levels above the occupational exposure limits.?

Moreover, neither the Canadian nor U.S. worker safety systems are equipped to address the complex mixtures of chemical in this type of manufacturing.? As one woman workers said to the authors:

?We are pretty much being exposed to different materials every day? like one machine was ABS, another machine was nylon and they were ten feet away from each other.?

Another woman added:

?What?s the synergistic effect of everything being mixed together??

The authors conclude their New Solutions paper with these observations:

  • The working conditions for plastics workers is ?very poor? and enforcement is ?an unmitigated failure.?
  • Plastics workers are chronically exposed to compounds and mixtures of chemicals that are potential carcinogens and endocrine disruptors.
  • Workers carry a body burden of plastics-related contaminants that far exceed those found in the general public.
  • Women in the plastics industry are developing breast cancer and experiencing adverse reproductive effects as a result of exposures in their workplaces.
  • ?Many plastics-related compounds are endocrine disruptors with adverse effects at very low levels.? The ability of these materials to? ?disrupt the endocrine system at low levels lends biological plausibility to the link between workplace exposures and increased risk of breast cancer and reproductive problems for women working in the plastics industry.?

Both the case-control study published in Environmental Health and the review appearing in New Solutions were supported by the Canadian National Network on Environments and Women?s Health, with funding from the federal agency Health Canada.

Windows Phone 8 app submissions increase, open through the holidays

The mood over at Microsoft is either joyous or glum, depending on who you ask. Apparently the Windows Phone Store has received a 40 percent increase in app submissions ever since the launch of Windows Phone 8, which fits into the company's claims of increased downloads and climbing app numbers. Yet, this also means that the entire Phone Store staff will be on the job this holiday season certifying apps and making sure the formerly-named Marketplace is abuzz with new software for those hopping over to Microsoft's mobile bandwagon.

They still won't have testing on December 24th, 25th and New Year's day, so developers will need to get their app in before December 17th and 21st respectively to allow for the usual five-day approval process. It's quite a reversal from a prior statement from Microsoft that warned devs the Store would be taking the entire last week of 2012 off. Hey, look at the upside: now they'll have cash to pay for eggnog to soothe away those holiday working woes.

Cheese first made at least 7,500 years ago

(AP) ? Little Miss Muffet could have been separating her curds and whey 7,500 years ago, according to a new study that finds the earliest solid evidence of cheese-making.

Scientists performed a chemical analysis on fragments from 34 pottery sieves discovered in Poland to determine their purpose. Until now, experts weren't sure whether such sieves were used to make cheese, beer or honey.

Though there is no definitive test for cheese, Richard Evershed at the University of Bristol and colleagues found large amounts of fatty milk residue on the pottery shards compared to cooking or storage pots from the same sites. That suggests the sieves were specifically used to separate fat-rich curds from liquid whey in soured milk in a crude cheese-making process.

"It's a very compelling forensic argument that this was connected to cheese," Evershed said. "There aren't many other dairy processes where you would need to strain," he said. He and colleagues weren't sure what kind of milk was used, but said there were lots of cattle bones in the region. The study was published online Wednesday by the journal Nature.

"This is the smoking gun," said Paul Kindstedt, a professor of nutrition and food sciences at the University of Vermont and author of "Cheese and Culture." He was not involved in the study.

"It's almost inconceivable that the milk fat residues in the sieves were from anything else but cheese," Kindstedt said, adding that many experts suspected cheese was being made in Turkey up to 2,000 years earlier than this latest finding in Poland but that there was no definitive proof.

He said the discovery of cheese making marked a major development for Neolithic people and gave them a survival advantage by allowing them to turn milk into a form that provided essential calories, proteins and minerals. At that time, the adult population was largely lactose intolerant, so making a product with less lactose, like cheese, allowed everyone to digest the nutrients in milk.

Kindstedt said the earliest cheeses were likely similar to spreadable cheeses like ricotta and fromage frais. He guessed that people either ate them soon after they were made or buried them in pots for months afterwards, saving them for the winter when food was scarce.

Cheeses also served to spice up the Neolithic diet. "Food was incredibly dull and monotonous," Kindstedt said, noting the prehistoric farmers' dependence on grain porridge.

After being buried in the ground for months, he said, the cheeses would have been non-perishable, "bomb-proof" and pretty pungent.

"They probably would not be the first choice for a lot of people today," Kindstedt he said. "But I would still love to try it."

(AP) ? Josh Brent and Jerry Brown met in college, forming a close, unshakeable bond. Having realized his NFL dream, Brent was trying to help his roommate do the same.

But Brent wasn't starting on Dallas' defensive line when the Cowboys kicked off in Cincinnati on Sunday. He was in jail, accused of driving drunk and causing a fatal accident that killed Brown, an expectant father who had just landed a spot on the Cowboys practice squad.

About an hour after the grieving Cowboys secured an emotional 20-19 victory over the Bengals on the final play, a barefooted Brent walked slowly out of the jail in the Dallas suburb of Irving after his release on $500,000 bond. Surrounded by camera crews and reporters, Brent had several patches of missing hair and a bandage wrapped about his right hand.

"Jerry Brown was my very best friend, and I'm just trying to deal with his death right now," Brent said, stopping briefly when asked if he had anything to say to Brown's family. He didn't answer any other questions.

Brent, a 6-foot-5-inch, 320-pound nose guard, was arrested at the scene of the accident Saturday on suspicion of driving while intoxicated, a charge upped to intoxication manslaughter after the 25-year-old Brown died.

Attorney George Milner complained that Brent's bond was set "16 times higher than it would have been for anybody that doesn't play for the Dallas Cowboys."

"He is torn up," Milner said. "It's not a good moment for anyone. I'm going to take him home. He needs family around him."

Brown had promised his family that he would play professional football full time, his grandmother said.

"He lived for football," Theresa Clark, 63, of St. Louis, told The Associated Press on Sunday. "He loved it with all his heart."

The two athletes' friendship, which blossomed during their three seasons at the University of Illinois, was obvious to those who knew them. Milner said Brown was living with Brent during the six weeks he spent with the Cowboys.

"You can't get any tighter than those two," Milner said, crossing his index and middle fingers. "It was the closest family he had was Jerry Brown."

The circumstances surrounding Brown's death didn't change his family's view of his relationship with Brent, who pleaded guilty to a driving under the influence charge while a player at Illinois in 2009.

"I'm quite sure that Jerry thought the world of him and respected that young man," Clark said of Brent.

In the Illinois case, Brent was sentenced to 60 days in jail and two years of probation among other sanctions, court records show.

According to a probable cause affidavit released Sunday by Irving police, officers said they detected "a moderate odor of alcohol" from Brent's breath and that he "admitted to consuming alcohol at a club," but wouldn't identify which one. Police said Brent gave a blood sample at the hospital on Saturday.

Brown's mother, Stacey Jackson of Champaign, Ill., confirmed Brown's final Facebook post from Nov. 29, in which he wrote that he was expecting a child and "how the fast life isn't as fun as it use to be after living it for so long."

"She will be here in two more months," Jackson said of Brown's baby daughter. "She is going to be well loved. I have scrapbooks and everything to show her what type of father she had."

Clark saw Brown about four or five months ago, but spoke with him frequently via Facebook.

"I have 20 grandchildren and Jerry is the oldest," Clark said. "They all looked up to him. They praised him. They were all really upset and crying. They are going to miss their big cousin. He was one in a million."

The accident happened hours before Brent was to be on a team flight to Cincinnati. The Bengals held a moment of silence before Sunday's game, and most Cowboys bowed their heads. Dallas quarterback Tony Romo and several other players had their hands over their hearts.

On Fox's NFL Sunday pregame show, Cowboys owner Jerry Jones said the team had focused on Brown's death in the "last few hours." He didn't mention Brent, who played in the first 12 games and was a bigger presence than expected on defense because of injuries to Jay Ratliff.

"First of all we all know, but we remind ourselves that there is something more important than football, and this is life, and certainly the lost life of Jerry," Jones said. "On the other hand, they know the best way they can honor Jerry, because he was such a hard worker, so conscientious and enthusiastic about his career."

The Cowboys didn't hide their emotions after Dan Bailey kicked a field goal as time expired to keep the team's playoff hopes alive.

"I don't remember crying this much other than maybe the day I was born," Dallas defensive end Marcus Spears said. "With Josh's situation and Jerry being gone, you felt it."

Cowboys spokesman Rich Dalrymple said the team was planning a private memorial service for Tuesday in the Dallas area.

It marked the second straight week the NFL found itself dealing with a tragedy right before game day.

Last Saturday, Kansas City Chiefs linebacker Jovan Belcher fatally shot his girlfriend before killing himself in front of his coach and general manager. The 25-year-old Belcher shot himself in the parking lot at the team's practice complex at Arrowhead Stadium.

JOHANNESBURG (AP) ? South Africa's former President Nelson Mandela is suffering from a recurring lung infection and is responding to medical treatments, the nation's presidency said Tuesday.

The ailing Mandela, 94, has been hospitalized since Saturday for medical tests at 1 Military Hospital near South Africa's capital, Pretoria.

The announcement ended speculation about what was troubling the ailing anti-apartheid icon. Government officials had declined repeatedly to say what caused the nation's military, responsible for Mandela's care, to hospitalize the leader over the last few days. That caused growing concern in South Africa, a nation of 50 million people that largely reveres Mandela for being the nation's first democratically elected president who sought to bring the country together after centuries of racial division.

The tests Mandela underwent at the hospital detected the lung infection, said presidential spokesman Mac Maharaj in a statement.

"Madiba is receiving appropriate treatment and he is responding to the treatment," Maharaj said, referring to Mandela by his clan name as many do in South Africa in a sign of affection.

In January 2011, Mandela was admitted to a Johannesburg hospital for what officials initially described as tests but what turned out to be an acute respiratory infection. The chaos that followed Mandela's stay at that public hospital, with journalists and the curious surrounding it and entering wards, saw the South African military take charge of his care and the government control the information about his health. In recent days many in the press and public have complained about the lack of concrete details that the government has released about Mandela's condition.

Mandela has had a series of health problems in his life. He contracted tuberculosis during his years in prison and had surgery for an enlarged prostate gland in 1985. In 2001, Mandela underwent seven weeks of radiation therapy for prostate cancer, ultimately beating the disease.

In February, Mandela spent a night in a hospital for a minor diagnostic surgery to determine the cause of an abdominal complaint.

Mandela was a leader in the struggle against racist white rule in South Africa and for preaching reconciliation once he emerged from prison in 1990 after 27 years behind bars. He won South Africa's first truly democratic elections in 1994, serving one five-year term. The Nobel laureate later retired from public life to live in his remote village of Qunu, in the Eastern Cape, and last made a public appearance when his country hosted the 2010 World Cup soccer tournament.

Mandela disengaged himself with the country's politics fairly successfully over the last decade and has grown increasing frail in recent years.

Pacquiao loss downs spirit of storm-hit Filipinos

MANILA, Philippines (AP) ? Filipino fans were stunned by Manny Pacquiao's knockout defeat to Juan Manuel Marquez, dampening the spirit of a nation battered by a powerful typhoon that killed more than 600 people in the southern region where the boxing champion lives.

In New Bataan township, which was ravaged by Typhoon Bopha last week, refugees, rescuers and aid workers took a break from a grueling search for bodies and survivors to watch the fight on a big TV screen ? only to be disappointed by their hero's sixth-round knockout.

The fight took place Saturday night in Las Vegas, or Sunday in the Philippines. Town spokesman Marlon Esperanza said hundreds of villagers, most of whom lost their homes to mud- and rock-laden flash floods, packed the local gymnasium used as a temporary shelter. Many had hoped Pacquiao would triumph and share his earnings with the typhoon victims.

"People were really dismayed," Esperanza told The Associated Press by telephone. "It was like they were hit by another typhoon."

Elementary math teacher Constancio Olivar said people were cheering for Pacquiao in the sixth round, then fell silent when Marquez landed a shot flush to the jaw of Pacquiao, who fell heavily to the canvas and remained motionless for some time.

"It was like a double blow for me ? this disaster and this defeat," said Olivar, whose house was destroyed in the storm. "We were all crestfallen. Everyone fell silent, stunned. It was like we saw a tsunami."

In Manila, President Benigno Aquino III's spokesman Edwin Lacierda said Pacquiao's defeat "cannot set aside the many honors Manny has given to the Filipino people."

"Nothing has changed, the Filipino people continue to admire and support Manny," he said.

Boxing analyst Ronnie Nathanielsz said the defeat could demoralize Filipinos, particularly those in the typhoon-hit areas on the main southern island of Mindanao where Pacquiao is from.

"It's a double tragedy," he said. "People were looking at Pacquiao winning to give them some joy, some hope, some satisfaction. It didn't happen. On top of that, their anguish is further heightened as a result of his loss. ... This is like (Bopha) took a U-turn and came back to hit us with a Pacquiao knockout."

Nathanielsz said Pacquiao, who trained for two months, may not have spent enough time for physical conditioning unlike Marquez, who spent twice as many months preparing for the fight.

"The problem is when you get older, everything else must flow from the basic foundation of strength and conditioning. If you are not in condition, you have a problem," he said.

At the Baclaran Central Elementary School hall in the Manila suburb of Paranaque, where hundreds watched the fight, government employee Jacqueline Gabriel said she was dismayed by Pacquiao's performance.

"Pacman is weaker now," she said, using Pacquiao's nickname. "He is no longer like what he used to be. ... He should retire now."

But factory worker Charlie Cerillo, 37, said Pacquiao, who is also a congressman, should not retire yet.

"He should not have been a congressman. He should focus on sports and if he wants to be a congressman, he should focus on being a congressman," he said.

Pacquiao's mother, Dionisia, said that if it was up to her, she wanted her son to stop boxing.

"I want him to rest now, to relax," she told DZMM radio. "If he wants to be a politician, let him serve and pour everything into that. ... Only God will make him stop."

(AP) ? With defeat in the Michigan Legislature virtually certain, Democrats and organized labor intend to make enactment of right-to-work laws as uncomfortable as possible for Gov. Rick Snyder and his Republican allies while laying the groundwork to seek payback at the polls.

Shellshocked opponents of the laws spent the weekend mapping strategy for protests and acts of civil disobedience, while acknowledging the cold reality that Republican majorities in the House and Senate cannot be stopped ? or even delayed for long by parliamentary maneuvers. Leaders vowed to resist to the end, and then set their sights on winning control of the Legislature and defeating Snyder when he seeks re-election in 2014.

"They've awakened a sleeping giant," United Auto Workers President Bob King told The Associated Press on Saturday at a Detroit-area union hall, where about 200 activists were attending a planning session. "Not just union members. A lot of regular citizens, non-union households, realize this is a negative thing."

Right-to-work laws prohibit requiring employees to join a union or pay fees similar to union dues as a condition of employment. Supporters say it's about freedom of association for workers and a better business climate. Critics contend the real intent is to bleed unions of money and bargaining power.

Hundreds of chanting, whistle-blowing demonstrators thronged the state Capitol last week as bills were introduced and approved hours later, without the usual committee hearings allowing for public comment. Even more protesters are expected Tuesday, when the two chambers may reconcile wording differences and send final versions to Snyder, who now pledges to sign them after saying repeatedly since his 2010 election the issue wasn't "on my agenda."

In Kalamazoo on Sunday, union protesters sang Christmas-themed songs attacking Snyder and Republican lawmakers and left a bag of coal outside the office of state Sen. Tonya Schuitmaker, a bill backer.

Republicans are betting any political damage will be short-lived. During a news conference with GOP leaders last week announcing their intent to press ahead with right-to-work measures, Snyder urged labor to accept the inevitable and focus on showing workers why union representation is in their best interest.

"Let's move forward, let's get a conclusion, let's get an answer and get something done so we can move on to other important issues in our state," he said.

On that point, at least, the governor won't get his way. Unions and their Democratic allies say this means war.

Allowing employees to opt out of financially supporting unions while enjoying the same wages and benefits as members undermines the foundation of organized labor, they contend. A UAW bulletin described it as "the worst anti-worker legislation Michigan has ever seen."

"You will forever remember the day when you thought you could conquer labor," Sen. Coleman Young II, a Detroit Democrat and son of the city's fiery late mayor, boomed during floor debate Thursday. "Be prepared to engage in the fight of your life."

But for all the defiant rhetoric, the opposition faces tough odds.

State law forbids repealing spending bills through referendums, and Republicans made the right-to-work measures immune by attaching a $1 million appropriation. So the only apparent way to nullify the policy, once enacted, will be to seize statehouse control through the ballot box.

Even after losing five House seats in November, Republicans will retain majorities in both chambers for the next two years ? during which time they expect voter attention to turn to other topics. They redrew district lines in their favor after the 2010 Census, boosting their long-term prospects.

Also, as Snyder noted, fewer than 20 percent of Michigan workers are union members. Organized labor rolls and influence have declined in recent years, emboldening Republicans to challenge unions even in their historic Rust Belt stronghold.

Wisconsin Gov. Scott Walker survived a recall attempt after curtailing collective bargaining for most public employees. After Indiana enacted a right-to-work law this year, voters in November gave Republicans a legislative majority so large they can conduct business without any Democrats present. Snyder and GOP lawmakers already had chipped away at Michigan union rights, even forbidding school districts from deducting dues from teachers' paychecks.

Another problem for opponents: Right-to-work has considerable voter support. A statewide phone survey of 600 likely voters conducted in late November by the Lansing firm EPIC-MRA found 54 percent favored the idea while just 40 percent opposed it, although they were evenly divided when asked whether Michigan should become the 24th state with such laws. The margin of error was plus or minus 4 percentage points.

Senate Majority Floor Leader Arlan Meekhof, straining to be heard over jeering opponents in the chamber's gallery, argued last week that by enacting right-to-work, "we are announcing to the world that we are moving Michigan forward. We are for workplace fairness and equality and we are for job creation."

To go up against all those obstacles, unions and Democrats will need solid organization, steadfastness and a persuasive case.

Democratic U.S. Rep. Sander Levin, who as a state legislator in the 1960s sponsored the labor law that right-to-work measures would overturn, called for a "massive education campaign" to remind voters of unions' role in building the middle class and explain how the new policy will weaken their ability to bargain for good wages and benefits.

"What's at stake is the cooperative, constructive labor-management relations that have ripened over the last 15 to 20 years," Levin said. "This governor is essentially saying that instead of collaboration, it's going to be dog-eat-dog."

Michigan Education Association President Steve Cook said Republicans pushed the one issue guaranteed to unite an often fractious labor movement.

Activists have filed a lawsuit claiming the state Open Meetings Act was violated when police temporarily barred doors to the Capitol during last week's debate. Other legal challenges are being considered, opponents said. Union members distributed leaflets Saturday at a college basketball game in the Upper Peninsula city of Marquette.

That's only the beginning, Cook said. While declining to discuss specific plans, he vowed labor would fight hard to unseat right-to-work supporters in 2014 and might try to recall some legislators even earlier.

Kuwaitis in peaceful mass march against new-rules parliament

KUWAIT (Reuters) - Tens of thousands of Kuwaitis marched in the capital on Saturday in peaceful protest against a parliament elected last week in the Gulf Arab state under voting rules deemed unfair by the opposition.

Rule changes passed by decree in October, which reduced the number of votes per citizen to one from four, have prompted a spate of demonstrations and led the opposition to boycott the December 1 election.

The government, in which members of the ruling family hold top posts, says the new rules bring Kuwait in line with democratic norms elsewhere. The opposition, which includes Islamist and populist politicians, says they were designed to skew elections in favor of pro-government candidates.

Crowds of men, women and children wearing orange, the color of the protest movement, marched along a coast road on the edge of the capital, heading for Kuwait Towers, a major landmark by the Gulf.

Holding Kuwaiti and orange flags, they chanted: "The people want to bring down the decree!" They sang and clapped, giving the march a festive feel as a police helicopter circled above.

Years of political turmoil have held up investment and economic reforms in Kuwait, a U.S. ally and OPEC member state which has held five parliamentary elections since mid-2006.

The protesters say they want wider political reforms but not an Arab Spring-style revolution.

"We reject the last election because of the one vote system, because most of the people did not participate. We want the four-vote system back and new elections," said 21-year-old student Saad al-Zobi.

Ruler Sheikh Sabah al-Ahmad al-Sabah has said his amendments will help preserve national security and stability.

"THE PEOPLE SHOULD BE CONSULTED"

Under the old system, politicians could urge supporters to cast additional ballots for like-minded candidates - a way to build informal alliances in a country where parties are banned.

"We - the people - should be consulted when there are any big changes," Nadja Saleh, a 45-year-old bank worker said, gesturing at the crowd. Slogans carried on large orange banners included "Justice, liberty and equality" and "Dictatorship is destructive, democracy is constructive."

Police had put up some barricades along the march route but their presence appeared light. Other recent marches, which authorities said were unlicensed, have been broken up using tear gas and smoke bombs.

The new parliament is expected to be more government-friendly than its predecessor, elected in February. The opposition held a majority in the last assembly and put pressure on the cabinet, forcing two ministers out of office.

Kuwait has the most open political system among the Gulf Arab states. Parliament has legislative powers and the right to question ministers. But the emir, head of the Al-Sabah family that has ruled Kuwait for 250 years, appoints the prime minister, who chooses the cabinet.

The government says opposition lawmakers have used parliament to settle scores rather than pass laws to develop the economy. Opposition politicians accuse the government of mismanagement and have called for an elected cabinet.

Should You Have Ads on Your Business Website? | Haden Interactive

We?re currently building a website which offers a service to professionals. The site owner is wondering about having ads on his site. Should he do it, and if so, when and how should he put ads on his website?

Good questions. If he were offering a free service, I?d say yes, absolutely, put some ads on whenever you feel like it. They won?t earn you much to begin with, but people know there?s no such thing as a free lunch, and they will tolerate ads that come along with something free.

We have ads on our lab site, as you can see in the screen shot, and we have done the same kind of ad placement on several other websites for people whose websites provide free stuff for their visitors. We?ve tested the effects of a single small sidebar ad and of several inches of ads, and we see no effects on search or conversion. It?s a harmless way to get a little extra revenue.

The thing that?s different here is that the website we?re talking about now is a business site, offering a paid service. We have to consider all the possibilities.

Effects of ads on search

Google loves ads. However, the search engine counts excessive ads against your website, and this is especially true of ads above the fold. If the ads interfere with the user experience, or they appear to be the only reason for the existence of your website, be ready for a serious slapdown from Google.

If you?re in a competitive business, the negative effects of coming up less well for search will far outweigh the possible benefits of a little ad income.

However, ads in the sidebar or even a small banner ad on a page with strong content may not affect your results in search at all.

Effects on user experience

There are times when an ad could be directly helpful to your visitors. For example, if you own a dance studio, your visitors might find it helpful for you to have ads for dance shoes on your website ? they can sign up for classes, check the schedule for the new term, and order their gear all at the same place.

On the other hand, a subdued professional services website with a bright-colored ad popping out at eye level could end up losing visitors to that distraction. Even if visitors don?t leave your site, the ads might make the clear path through your website less clear. Most visitors aren?t conscious of the path your web designers create for them, but a good website has at least one. Ads can interfere and make your site less easy to use.

Effects of ads on conversion

Too many ads, unrelated ads, or ads that your visitors find objectionable will all affect your conversion rates. Having too many ads is widely considered a sign of an untrustworthy website, and the internet is all about trust.

This effect can be hard to predict, because ?too many ads? can vary a lot from one industry to another. An ad for gym clothes at a physical therapist?s website may get completely different responses from an Adwords block at a surgeon?s site.

Particularly when your ads are responsive ones which vary depending on what searchers have recently looked at, the ads presented may not suit your website?s focus. Like most web visitors, I tend not to notice banner ads unless I?m already thinking about what they advertise (that?s why responsive ads work well), but a banner for Christmas gifts sure caught my eye when it showed up above a tragic news report last week. It came off as incredibly tasteless.

The solution

First, we?re making sure that we design the website to accommodate ads. A website that isn?t designed with ads in mind is more likely to look tacky if you try to add them in later.

Second, we plan to test ads on websites with the target market for this website. A mockup with ads and one without, shown without comment to some members of the target audience, will tell us whether there?s an immediate negative response to having ads.

Third, we?re going to recommend that the client build some traffic and conversions before placing the ads. Not only will that avoid possible negative responses during those first few months, but it?ll give us a baseline against which we can measure search and conversion once the ads are in place.

If your website is already live, consider some A/B testing before you go all out with ads.

Will Chicago become home to a mashup of Google and Groupon after all?

Groupon?s stock skyrocketed 23 percent Friday, up 88 cents to $4.69 a share, after an analyst speculated that Internet search giant Google could once again try to take over the beleaguered Chicago-based daily deals site.

Neither Groupon nor Google would comment.

It was Groupon?s highest closing stock price since Oct. 19. The stock is 76.5 percent below its initial public offering price and Groupon?s market value about half of Google?s initial $6 billion takeover offer. Groupon rejected the offer in December 2010.

A Telsey Advisory Group spokesman confirmed Friday a Bloomberg News report that Telsey analyst Tom Forte speculated that Google might be interested in acquiring Groupon now that Groupon is worth roughly half Google?s first offer.

?Where the stock is currently trading, it?s a takeout candidate,? Forte said in the report.

Another analyst disagreed.

Edward Woo, senior research analyst at Ascendiant Capital Markets, said he believes Groupon ?has too many issues going on for somebody to want to acquire right now (at what would still be a large amount of money at $3 billion).?

Woo said the stock is probably just recovering from declines that followed Groupon?s board?s decision to keep Andrew Mason as CEO ? at least for now.

Groupon?s stock price jumped on Nov. 28 as investors looked to the daily deal site?s board of directors to either replace Mason as chief executive officer or give him at least six months to turn around the company?s reputation and disappointing financial results. The stock dropped after the board said on Nov. 29 that Mason remained CEO.

Experts say Groupon can no longer rely on daily deals as a growth engine, with so many deals available and consumers? weariness of them. Aside from making its accounting process more open, Groupon needs to find profitability in a fast-growing product such as a mobile offering that doesn?t require loads of inventory and convince people to do more business with local merchants, the experts say.

On a separate issue, Google is reported to be accepting bids for the TV set-top-box business it acquired when it bought Libertyville-based Motorola Mobility for $12.5 billion in May.

The Wall Street Journal reported Friday that bidders for the set-top box business could make offers ranging from $1.5 billion to $2.5 billion. Likely bidders include private-equity companies and other hardware manufacturers, the report said.

Mobility split from the old Motorola in January 2011 and took $100 million in a 10-year state tax incentive deal to keep its headquarters in Libertyville. The plans changed after Google?s acquisition. On July 26, Motorola Mobility announced it would move its Libertyville headquarters ? and 3,000 workers ? to downtown Chicago, taking the top four floors and rooftop of the Merchandise Mart and becoming the landmark building?s largest tenant with 600,000 square feet. The space is being prepared now for a spring 2013 move-in of well-paid engineers and professionals in finance, marketing and design.

The rest of Motorola, called Motorola Solutions, is based in Schaumburg and makes bar-code scanners, public safety radios and radio-frequency identification readers.

TAMPA, Fla. (AP) -- Willie Taggart is taking over as South Florida's football coach after establishing himself as one of the nation's top young prospects by turning around a losing program at Western Kentucky.

USF scheduled a news conference for Saturday afternoon to introduce the 36-year-old Taggart, who grew up in the Tampa Bay area before heading off to play and later coach at Western Kentucky. He replaces Skip Holtz, who was fired following the worst season in USF's 16-year history.

Taggart led Western Kentucky to a 7-5 record this season. The Hilltoppers, who made defensive coordinator Lance Guidry the interim coach on Saturday, will make their first postseason appearance since joining the Football Bowl Subdivision when they face Central Michigan in the Little Caesars Bowl.

A former assistant at Stanford to Jim Harbaugh, Taggart takes over a program that went 16-21 under Holtz, who dropped nine of 10 games following a 2-0 start this season.

Western Kentucky had lost 20 consecutive games before Taggart returned to his alma mater three seasons ago from Stanford, where he was the running backs coach. He went 2-10 in his first season, then followed with consecutive 7-5 records to expand his resume.

The native of nearby Palmetto played for Harbaugh's father, Jack, at Western Kentucky in the mid-1990's and was part of the coaching staff there when the Hilltoppers won a national Division I-AA title in 2002.

Taggart arrives at USF with a different challenge than Holtz faced. Holtz was lured from East Carolina to replace Jim Leavitt, who was fired for mistreating a player who had accused Leavitt of grabbing him by the throat and slapping him in the face during halftime of a game.

The Bulls were perceived at that point in their development as one of the fastest rising programs in the country, having been ranked as high as No. 2 in the nation in 2007.

Taggart inherits a team that has been unable to remain competitive in a conference that has also been in decline because of the departure of several members to other leagues. The Bulls have lost 14 of their last 16 games against Big East opponents, and they have finished last in the conference the past two seasons.

USF was 5-16 overall in the Big East under Holtz, who took over a program that Leavitt helped start. Taggart becomes the third head coach in the program's brief history.

The Bulls went 8-5 and appeared in a bowl game for the sixth consecutive year in their first season under Holtz. But there was a pattern of underachieving that began even before he became coach in 2011, when USF won four straight to climb into the Top 25 before dropping seven of eight to finish 5-7.

Taggart, who informed his players of his decision to leave Western Kentucky after practice Friday, played on a state championship team at Bradenton Manatee High School in 1992. His connection to the Harbaugh family began when Jim recruited Taggart to play for his dad in college.

Western Kentucky athletic director Todd Stewart said during a news conference in Bowling Green, Ky., that the Hilltoppers raised "sufficient private funds" to put together a contract offer in October that would have made Taggart the highest-paid coach in the Sun Belt Conference.

"He felt announcing a new contract during the season would be a distraction to the team and wanted to keep the focus on football. We respected that statement and mutually agreed to wait until the end of the regular season to discuss a new contract," Stewart said. "This past week we again extended a term sheet that offered him a contract for him to become the highest paid coach in our conference. We were proactive and thorough in our efforts to retain him."

Hilltoppers defensive tackle Jamarcus Allen said players were preparing to go home from practice when called a team meeting to reveal his plans.

"He came in and told us he got the job at South Florida and that he had to do what was best for him and his family. We completely understand that. He told us to continue to make history and be one of those 35 teams that win a bowl game," Allen said.

"I was shocked and, I really hurt for the young guys because it's probably hard for them to transition," Allen added. "I just know that us group of seniors has been through so much and we know how to handle it. I just know we're going to put our arms around these younger guys and help them get through it."
